Being able to print the photo/diagram of exactly where to drill the holes and take out to the shop would still be helpful.;)

Terry,
I doctored up an existing picture (see attached) to show you what we are talking about. The picture is of the floating sheave, but the procedure is the same for the control sheave
The hole does not need to be precisely 3/16” from the raised collar; it just needs to be drilled over the keyway near the center of the entire sheave. 3/16” from the raised collar gets you close.

Let me add that IMHO the hole drilling is best be done with the sheave removed from the headstock and shafts and key etc. Also be sure to remove any burr from the inside of the key slot due to drilling through it.
