On the personal profile page, in the lower right hand corner there is a block titled Group Memberships. Within that block is a statement "dusty is not a member of any public groups".

What is a public group - one that would cause this statement to be altered and how does this forum know what public groups I belong to?

I would assume if there are other forums you are member of and wish to make that information known.

Groups are used in vBulletin, the forum software, to grant access and privileges.
Administrators are members of the administrator group, moderators are members of the moderators group.
There are areas of a forum that everyone can see by default, and by default everyone is a member of a group that can see it.
vBulletin has capabilities for different areas that are not "public", or visible to everyone.
You could have a private area that is only visible to people that have paid a subscription for example. These people are designated as members of the paid-subscribers group and can access it.
I managed a forum for a non-profit group. We had a private discussion area for the board of directors . Only members of the board of directors group could see this area.

Thank you, Greg. I have always wondered but just never thought to ask.

Yes, thank you Greg. I too, had wondered about that. Another item that I wonder about is the Referrals. I helped my dad become a member on these forums, through the link that should have counted him as a referral for me. It did knot count him. I asked the admin. (the former one, not the new one), about this and did knot get a response.

GregI accept your explanation as factual, Greg, but I find it odd that no one registered on this forum is a "member of any public group".
