What is the "finish" on the surfaces of the steel bandsaw table and the jointer? The ones I got from my father-in-law are rusted, and removing the rust removes the finish, too. Some sort of "black oxide" finish, maybe?

Some sort of "black oxide" finish, maybe?I have only the jointer but I believe the steel bandsaw table is the same and I do not believe there is a finish on the work surfaces. A brand new table surface is raw metal with maybe some sort of wax (rust resistant) coat having been applied.
The substance that you are getting off is probably just the rust and oxide that has developed on the table.
Once you have all of that removed, I recommend that you wax the work surfaces and do nothing more. If your process removes rust from other than the work surfaces, I recommend that you repaint those areas.

I second the Wax. I've used "Johnsons Paste Wax" on tool tables, probably for over forty years.

Tim: How about the Green Hornet? I also liked the FBI (in peace and war)(also suite for three oranges).
Oh! and the William Tell overature(Lone Ranger).
